2021 salary cap may not be known until hours before new league year begins

The 2021 NFL Salary Cap probably won't go above $185 million. With around $180 million being more likely. I think there's going to be enough push by the NFLPA and by teams that have bad salary cap situations to keep the cap a few million above the $175 million bottom.
The Lions much more likely than not will make pre-Free Agent period salary cap related cuts well before the March 17 deadline to be at or below the salary cap that's decided.
More Lions salary cap related cuts could come throughout the remainder of the off-season and until the regular season opener in September.

NFL, NFLPA agree to increase salary cap to at least $180 million
.........
The minimum NFL Salary Cap floor increase from $175 million to $ 180 million is helpful for the Lions and other teams with NFL Salary cap roster planning. Realistically, at most the NFL Salary Cap will go to in 2021 is $185 million.
With today's news, I expect the Lions to make at least some salary cap cuts in the next 2 weeks.

The Lions have the 10th most salary cap carryover from 2020. However, the Lions are closer to the bottom of the NFL in salary cap carryover dollars than to the top.
The Lions 3 divisional opponents all have less salary cap carryover dollars than the Lions.
The LA Rams, which traded their 1st Round Pick in 2022 to Detroit as part of the Matthew Stafford trade, only have $5.7 million salary cap carryover.

One thing that I can envision happening with some players around the NFL that are borderline salary cap casualties, are they agree to a major salary reduction this season , in exchange for some guaranteed money in 2022.

The trade compensation for Matthew Stafford outweighs the Lions dead salary cap space associated with Stafford and the even larger salary cap space associated with Jared Goff's contract..

The added Salary cap is $ 2.4 + million.
If the NFL Salary Cap for 2021 is $ 180.5 million, the Lions will be around $ 800,000 over the Salary Cap once the $ 6 million or slightly more of Salary Cap savings from the upcoming release of CB Desmond Trufant is included on the Over the Cap Chart. This is not including several other players that won't remain with the Lions, at the very least, under their current contracts.

The decision Brad Holmes made not to place the Franchise Tag ( or even the Transition Tag ) on Kenny Golladay probably was in part because of Holmes' assessment of the NFL Salary Cap. An assessment that's likely reflected in this article.

This news likely means that on average one player, who would have been a salary cap casualty per NFL team, will remain on his current team, before the start of FA Period.
