Trading down from pick n°7 may be a good move but I've also read that last year, they wanted to trade down from pick n°3 and didn't receive any substantial offer

One major difference between last year's and this year's draft situations is in 2020, it was evident to other GMs/ decision makers that the Lions weren't going to draft a QB with pick # 3. Bob Quinn and Matt Patricia needed to have a much better record to be retained in 2021.
In the 2021 Draft, QB is a realistic possibility for the Lions with pick # 7. Brad Holmes and Dan Campbell have 5 and 6 year contracts, respectively. The Lions are looking long term. Even with the Brad Holmes-Jared Goff connection, a QB with pick # 7 for the Lions is something other teams looking to draft a QB in Round 1, should take seriously. That much more considering there might not be a player in the Front 7 on Defense that warrants a top 7 pick.

Though a recent Mock Draft had Fields being drafted with pick # 2 by the Jets, it's much more likely than not that the Jets will draft QB Zach Wilson. Assuming, that's the case, the 49ers decision with pick # 3 is going to come down to Fields, Trey Lance, or Mac Jones. I don't think at this time there's a favorite.
Even with Cam Newton being re-signed, the Patriots clearly are in the market for a QB. A key question becomes, which of any of the 3 QBs who could be available with pick # 7, would the Patriots be willing to make it worthwhile for the Lions to make a trade down deal with the Patriots?

Lions attend Ohio State QB Justin Fields 2nd pro day
........
For what it's worth, teams like the Bears, WFT, and Steelers that have a pick in the latter half of the 1st Round and have a QB need ( short or long term ), aren't apparently attending Justin Fields' second workout.

Could this be a smart decoy manoeuvre to muddy the waters and induce other teams to trade up ?

At the very least, this is very likely a major part of the Lions strategy.

Kirk Herbstreit: Detroit Lions can't go wrong taking Trey Lance, Justin Fields at No. 7
.......
I'm far from convinced the 49ers are selecting Mac Jones with pick # 3. Unless proven otherwise, it remains a 3 way race with pick # 3.
I much rather see what Jared Goff can provide the Lions, even for 2 seasons, than the Lions drafting Mac Jones with pick # 7. There's only one Tom Brady. Spending such a high draft pick on a pipe dream would be foolish. I have confidence Brad Holmes won't make that mistake.

2021 NFL draft preview: Could the Lions still take a quarterback in Round 1?
........
Davis Mills probably doesn't have enough upside potential for him to make sense for the Lions to draft him in the first 3 rounds.
With the investment the Lions have in Tim Boyle for the 2021 season, it's probably best that the Lions don't draft a QB that probably will be better suited to be a long term backup in the NFL than as a starter.

The Nine: Trey Lance is the most mysterious and exciting of the Day 1 quarterbacks
...
As much upside potential as Trey Lance has, I don't think the Lions are going to be the team that drafts him. The investment in Jared Goff, as a result of the Lions restructuring Goff's contract, leads me to believe that Goff is probably going to get the opportunity in the 2021 season to be the Lions long term QB. The relative lack of game experience in College for Lance ( 15 starts ) , combined with the limitations of the 2021 Pre-Draft period, limit the information available on Lance as a QB prospect.
With the two extra 1st Round picks the Lions have in the 2022 and 2023 Drafts combined, the Lions will have plenty of flexibility to address the QB position. The likelihood of a much more normal college football seasons and pre-draft periods, compared to the parameters of the 2021 Draft constraints, probably also will factor into the decision of the Lions not likely drafting a QB in Round 1 of the 2021 Draft. Of the QBs that could realistically be available at pick # 7, Justin Fields is the only one who I believe is still being seriously considered.
There's probably around a 50-50 chance Lance is available with pick # 7. I'm not anticipating the Lions trading up for him or anyone else.
If the Lions do end up drafting Trey Lance with pick # 7, I will be comfortable with the decision because of his huge upside potential and his highly positive football character. At the same time, knowing that the risks associated with Lance are pretty high.

The Nine: Yes, Ohio State QB Justin Fields is a fit for the Lions in the NFL draft. No, he probably won’t be there.
...
Chris Spielman is as connected to Ohio State as anyone. His insight about Justin Fields and all of the other Ohio State draft prospects should help Brad Holmes and his staff greatly. If there are concerns with Fields, the Lions will be well aware of any of them that Ohio St. football staff is aware of.
More likely than not, Fields will be drafted before pick # 7. If Fields is available at # 7, I think he's in play to be the pick. But more likely than not, the Lions will go in another direction. Which includes the very realistic possibility of a trade down to a team that would draft Fields..
