The Lions went 0-3 against the Seahawks (home), Cowboys (away), and Panthers (away) in the 2022 season. Even one win against these teams would have been the difference in the Lions making the playoffs.
Based on 2022 results, the Lions 2023 season seems like a schedule that's in the middle of the NFL, in terms of level of difficulty. Without saying, every team is going to have plenty of change, and the injury situation of the Lions and each opponent is very uncertain.

I'm not sure if the following is going to be factored into the NFL decision making. Yet, it's worth keeping in mind that the last time the Lions played the Chiefs in Kansas City was in 2003. The only other time the Lions were the road team against the Chiefs since was in 2015, when the Chiefs beat the Lions 45-10 in London and a house cleaning in the Lions Front Office. That was the last time the Lions played a game outside the United States.

Time will tell.
Wherever the Lions Road game against the Chiefs is, it will an especially difficult game for the Lions to win, as long as Patrick Mahomes is able to function as a QB.
