Veteran receiver DeSean Jackson released by Philadelphia Eagles

Both WRs haven't stayed relatively healthy for extended periods of time in quite a while. Alshon Jeffrey is 31. DeSean Jackson is 34. The injury / age combination with both of them is more than enough of a reason for the Lions to go in another direction. The baggage Jackson brings to the table would be enough of a reason to stay clear of him even if he was in his mid 20s and durable.
Even with Duce Staley and Dave Fipp being around both players for many years, the Lions need to say no. The one possible exception with Jeffrey is if he's willing to sign an NFL Veteran Minimum deal, if he doesn't get a better offer from another team.

Raiders cut Tyrell Williams

Tyrell Williams played two seasons under Anthony Lynn with the LA Chargers. Williams never missed a game in the NFL until the shoulder injury that sidelined him for the 2020 season.
If Anthony Lynn believes Tyrrell Williams would be a good fit with the Lions, gets a favorable medical report if examined by Lions doctors, and does well in a team workout, he would be well worth considering at much lower contract numbers. Williams' size / speed combo likely opened the door for him as an UDFRA with the San Diego Chargers in 2015. The Lions brought in Williams for a Pre-Draft visit that year.

Between a Concussion and being in the COVID-19 list, the 2020 season didn't go well for Adam Humphries. His overall 2 year stay with Tennessee from an individual standpoint was clearly not what the Titans envisioned when signing him to a 4 year contract averaging $ 9 million a year and $ 12 million in guaranteeing dollars.
The Adam Humphries from his Bucs days would be an upgrade over Danny Amendola for the Lions, as a slot receiver. At a much lower cost than what the Titans paid, Humphries would be well worth seriously considering if the Lions doctors are satisfied with his health situation.

The Giants releasing Golden Tate isn't surprising.
I still believe that Golden Tate has the physical skills to be an asset in the NFL. With Tate turning 33 in the summer, I don't think he's going to end up with the Lions again. Tate probably will get a better contract from another team.
Much like with Kyle Van Noy and Kyle Rudolph, I believe the Patriots are going to be a prime contender to sign Tate .
It's highly unlikely Golden Tate will be joining Matthew Stafford with the LA Rams because of Jalen Ramsey being on the Rams.

Of the non current Lions UFAs mentioned in the article, Curtis Samuel, Josh Reynolds, and Demarcus Robinson, in that particular order, are my preferences for the Lions to sign ( one of them ). If the price tag for Samuel gets too high, which is a very realistic possibility, than Reynolds makes more sense.
If the price for Sammy Watkins is much lower than his abilities reflect, then he would be well worth considering for the Lions to sign. At a non-substantial discount price, the injury history that Watkins has would make him too risky to sign.

In terms of per season contract value, Jayden Mickens probably won't get much more than an NFL Veteran Minimum type of contract. Jamal Agnew has a much greater track record of high caliber results on Special Teams Returns. Mickens doesn't even have one rushing attempt. Agnew has had the ball in his hands much more on gadget plays. Unless Antwaan Randle El has a much stronger conviction on Mickens than his career numbers indicate, he's probably not a solution in the combined roles that Agnew has had on the Lions.

Unfortunately for Juju, he has never played as the differential player the Steelers expected him to be, only one season over 1k yards, so it's a sensible decision not to sign him for the big contract. Not to mention the Steelers have cheaper receivers on the backburner and some big contracts on their roster. According to Spotrac, Juju would be worth around 16 millions / year ... hmmm not sure about that ?

One thing in particular I am confident about is the Lions won't be a team that gives Juju around $ 16 million a year. If Juju gets at or near that amount, two teams I can envision offering him a contract around that rate are the Raiders and the Jets.
The Steelers have a long history of replacing FA losses at WR as well or better than any team in the NFL. Two much greater issues for them are finding a long term replacement for QB Ben Roethlisberger and putting in place the pieces for their running game to get back on track.

I'm interested to see more details of the 3 year contract Curtis Samuel agreed to with the Panthers. The basic numbers give me the impression that Samuel was too pricey for the Lions ( and many other teams ).

As critical as I was of Juju Smith-Schuster earlier in this thread, kudos to him for re-signing with the Steelers after he all but eliminated that option. If JSS builds on this decision, with similar maturity, both the Steelers and JSS should benefit.

This is an NFL Veteran Minimum offer or very close to it. The contracts the Lions gave Tyrrell Williams and Breshad Perriman are clearly better than what Demarcus Robinson. Hence, based on what Robinson mentioned, with the Lions, he would have been the # 3 WR at most (if the pecking order was based on expectations for Lions WRs).
