Because of the COVID-19 overall situation and the Lions only having 3 QBs in training camp, I think it would be too risky to expose David Blough to waivers.
It would make sense for the Lions to go with 6 WRs and only 2 TEs when cutting down to 53. The quality depth on the roster is much higher at WR than at TE. The Lions should be able to have plenty of Practice Squad flexibility at TE.
The question on the Offensive Line is whether to go with 8 vs. 9 Offensive Lineman on the 53 man roster? With 6 vested veterans eligible for the P.S. per team at a given point in time this season, Oday Aboushi could be signed to the P.S., if he doesn't get a contract offer he likes from another NFL team. He's a wildcard in terms of what transpires in the next 36 + hours.
Austin Bryant very likely begins the season on the Regular Season PUP List.
Kevin Strong is in the mix to survive the cutdown to 53.
Dee Virgin and Mike Ford are in the mix to survive the cutdown to 53. I was surprised Ford survived the cutdown in 2019. Virgin is one of the Lions best Special Team Players.
Jayron Kearse begins the regular season on the NFL Suspended List ( 3 games. ).
Don Muhlbach's experience in a year with COVID-19 an enormous factor, easily could be the difference in Muhlbach extending his career at least one more regular season. I won't bet against him.

DeAndre Swift and Kerryon Johnson are in essence roster locks. Jason Huntley very likely survives the cut to 53.
Beyond them, there are many different possible cutdown outcomes at RB. Jonathan Williams is in the RB mix as well. This is one of the most difficult position units to project on the 2020 Lions.

It's not close to a given that Jason Cabinda will survive the cutdown, even with Nick Bawden landing on I.R.
Frank Herron is a surprise to be in the roster mix. I still believe that Kevin Strong is in the mix as much as Herron. Strong's upside potential helps his cause.
Either 5 or 6 CB's probably will be on the Lions 53 man roster when the dust settles Saturday Night

Keeping David Blough off the waiver wire makes too much sense not to do so.
I can envision keeping only 3 RB's on the initial roster or as many as 5 ( including FB Jason Cabinda ). Bo Scarbrough, Ty Johnson, and Jonathan Williams are in the mix for a # 4 and # 5 spot at the overall RB unit.
My guess is the Lions aren't going to have just one 3rd Down RB in expected passing downs. As many as 4 RBs could share that role.
Eight Offensive Line spots seem decided. A 9th spot and who it will be, are question marks?
The 4th and a possible 5th Interior Defensive Line spots appear to be up in the air. Without pre-season games, the bottom part of the Lions roster is much more difficult to assess heading into the cutdown than in a much more typical year..
One of a number of different combination outcomes for a 5th and possibly a 6th CB spot, could easily be the outcome. Tony McRae seems to be the most likely of 4 CBs battling for 1 or 2 roster spots to be on the 53 man roster on Saturday Night.

Bo Scarbrough doesn't have the versatility that Ty Johnson has. However, Scarbrough's power running is a more differential skill than anything that Johnson offers. Even Johnson's speed. If the Lions medical staff feels Scarborough will overcome his current injury in the coming month or so, I think it makes more to keep Scarbrough over Johnson when cutting down to 53.
Matt Sokol is a longshot to survive the cut. But he's clearly in the Lions P.S. conversation.
Kenny Wiggins' versatility is why I believe he won't be released in the cutdown process. A possible exception is if the team brass feel Wiggins has lost too much of his physical ability.
John Penisini probably will never have impressive stats. A key question appears to be, do the Lions coaches and Bob Quinn believe that Penisini can occupy blockers effectively enough?

It's realistically possible the Lions will expose David Blough to waivers. But I hope the Lions don't in order to keep an extra Offensive Lineman or CB Darryl Roberts ( or Mike Ford ) over Blough. The Lions would be better off using the flexibility of the P.S. on the O-Line, interior D-Line, and CB than risking losing Blough.

Joe Dahl has the versatility to play Center if necessary. The question is do the Lions want to move him from the LG position and has Beau Benzschawel displayed enough potential and current value to warrant a roster spot over another player? It seems like a close call either way if BB is going to survive the cut. He easily could be claimed off waivers.
Being that the Lions released CB DeShawn Shead in the cutdown to 53 in 2018, despite noticeably more guaranteed money on a 1 year contract than Darryl Roberts, I think Roberts at best is a 50-50 in surviving the cut.
