The question I have is how are the Lions ( or any NFL team for that matter ) going to get to stage 2 and beyond if State Restrictions are in place that limit gatherings of a large number of people?

Phase 2 of the offseason program, when players are allowed on-field instruction for the first time, could begin as early as May 18.
The Lions have their mandatory minicamp scheduled June 9-11.

With travel restrictions in place, there's no valid reason other than family illness for a player ( non-Tagged ) not to participate in the Virtual Off-Season program that involves Online classroom instruction.
