At this point in time, if the Lions don't trade down from pick # 3, Jeff Okudah is probably the most likely selection by the Lions in that spot. If the Lions end up signing Darius Slay to a contract extension sometime before the Lions are on the clock with pick # 3, that would reduce the chances of Okudah being the Lions selection. To what extent will likely depend greatly on what transpires in Free Agency and what transpires with the top prospects in the pre-draft process. Including, at the Combine.
The Lions need help at both CB and S. The Darius Slay situation and Free Agency will go a very long way in determining the Lions need situation at CB and at Safety heading into the 2020 Draft.

If Jeff Okudah participates in all of the DB Combine drills as planned and performs at least on the level of Patrick Peterson and Jalen Ramsey in the drills, Okudah will very likely benefit in terms of his draft position. It would be hard to imagine Okudah not going in the top 5 of the draft. Even beyond this, a very strong Combine performance, along with several NFL seasons of being amongst the best CBs in the NFL, should help Okudah in contract negotiations for his 2nd contract. That's the contract that could put him at or near the top paid CBs in the NFL.

If the Lions don't end up with Jeff Okudah, the CB who I realistically hope is available with pick # 35 as an option for the Lions is Trevon Diggs. The size, system fit, skill, and Alabama connection factors combine to make Diggs an attractive football option for the Lions at that point in the draft.
Jaylon Johnson has similarities to a taller version of former Lions CB Dre'Bly. Especially, regarding ball skills, instincts, and taking high risks in order to make big plays. He's intriguing, if available at # 35.
Reggie Robinson II is someone the Lions seriously should consider as early as the 3rd Round, if the position isn't addressed before then. Robinson seems like a great fit for the Lions emphasis on Man to Man Press coverage. That's the type of coverage he played most with Tulsa. Robinson has 5 blocked kicks in his 4 years with Tulsa, which would make him also make him a great fit for the Lions because of the Lions emphasis on Special Teams.

If the Lions are looking for someone to win a starting job on the outside at CB for the 2020 season, a draft pick in the top 2 Rounds on a CB easily could be necessary. This looks more evident because of the Mock Draft I'm putting together.
Kristian Fuller deflects a lot of passes but he only has 2 interceptions in 24 games with LSU. The drug test incident and the durability factor are major concerns. Even if he's available at pick # 35, I hope the Lions go in another direction.

I think there's a good chance the Lions will be able to land Jeff Okudah is a trade down occurs with Miami ( # 5 ) or the LA Chargers ( #6 ). It's far from a sure thing though because teams can try to trade up to # 4 ( Giants current pick ) or even # 5 ( if the Lions go down to # 6 ).
Jeff Okudah seems like the safest pick for the Lions, if Chase Young is gone. Yet, I believe that Isaiah Simmons has the most of the 3 players the Lions likely will be choosing from if the Lions remain at # 3 ( Derrick Brown being the other of the 3 players. ).

Torry Holt was drafted by the St. Louis Rams ( the season in which they won the Super Bowl. ).
Tom Carter is the father of CB Alex Carter, the CB the Lions who drafted in the 3rd Round in 2015. This after trading up with the division rival Vikings, which ended up taking DE Danielle Hunter. Not many transactions have produced worse results for the Lions in Franchise History.
If Jeff Okudah even comes close to having the impact of Darrelle Revis, he would have been worth pick # 3.

I think there's going to be at least 1 CB well worth considering for Pick # 35 if the Lions don't address the position earlier in the draft. However, this isn't a sure thing by any means.
Under realistic scenarios, the Lions would be better off trying to trade down than take a Safety in the top 2 Rounds ( if a Safety stands out on the Lions Draft Board ). The Lions can go into the regular season with the current Safeties on the roster. I'm more than comfortable if the Lions don't draft a Safety this year, though value in given spots on Day 3 in the draft could provide an opportunity at Safety too good to pass up.

Damon Arnette was the only player taken in Round 1 last night that I had projected going as late as Round 3 ( Arizona-pick # 72 ) in my Mock Draft:

At least one Mock Draft I saw had Damon Arnette being taken in the later part of Round 1.
Though I projected Arnette going # 72, if that didn't happen, I thought there was a better chance he would have been taken already than still available after pick # 72.
While the Lions will probably be using Jeff Okudah in man to man press coverage most of the time, the Raiders probably will use Arnette, his Ohio State teammate, in Zone Coverage ( which they use frequently ) much more often. Which probably fits his skill set best.
