Lions QB Matthew Stafford finally going on injured reserve

Though I didn't think Matthew Stafford would play again this season once the Lions were eliminated from playoff contention, it's a relief under the circumstances that Stafford won't play again this season.
Hopefully, Matthew Stafford is totally recovered by no later than when the Lions off-season program begins in April.
If the Lions would have scored a TD on the team's final drive in Oakland, the Lions still would have trailed by one point pending a PAT attempt or the unlikely possibility of going for the two point conversion.

There are at least two major obstacles for the Lions to move on from Matthew Stafford in 2020:
1. Will there be a QB in the pick # 3 spot or in a trade down that has the potential to be at least as good as Stafford, without high risk? I have my doubts there is. 2. The Lions easily could have a new GM and HC in place in 2021. A team brass that isn't as sold with the QB the Lions draft to replace Stafford as the current team brass.

Another reason why I am skeptical the Lions will trade Matthew Stafford before the start of the 2020 Draft is that the Lions don't know what will transpire with pick # 2. If Tua Tagovailoa is drafted with pick # 2, unless the Lions brass believes that there's a 3rd QB in this draft that warrants pick # 3 value, it would make no sense for the Lions to trade Stafford without knowing if he can be replaced in a way that makes sense.

Bob Quinn to Matthew Stafford: ‘We’re not trading you, period’

I'm going to assume until/ unless proven otherwise that the Lions won't be trading Matthew Stafford this year and that Stafford is all in on being the Lions starting QB in 2020.
The question that comes to mind is did Bob Quinn limit the value of pick # 3 in a trade, as a result of the information he provided today? I'm concerned that this is what Quinn did.
