It definitely makes sense for the Lions to bring back Justin Jackson. The two parties know each other, with Jackson being a good late off-season addition in 2022. Jackson's versatility and experience are positives. Working against him is the NFL Kickoff Rule for the 2023 season, which will limit the number of Kickoff Returns in the NFL this season.
If the Lions end up releasing Jackson again, as was the case when the Lions cutdown to 53 last year, if Jackson doesn't get a contract offer that satisfies him elsewhere, he would probably be a player the Lions would want to sign to the Practice Squad again. Jackson would be valuable insurance at RB, if this turns out to be the case.

One way or the other (53 man roster or Practice Squad), it's highly likely that the Lions will want to keep Justin Jackson around. Because Jackson is a vested veteran, it's realistically possible the Lions will release him sometime from the cutdown to 53, to the days leading up to the opener at Kansas City. With, the plan of re-signing Jackson after the first game. This way, Jackson's entire season base salary wouldn't be guaranteed.
