Unless the Lions add a veteran QB who's an upgrade over Nate Sudfeld, I think the Lions will end up drafting a QB in the 2023 Draft. With what pick is the much more difficult question to predict accurately?
In case Tracy Walker isn't ready to play at the beginning of the regular season, C.J. Gardner-Johnson is a tremendous insurance policy, in addition to his other expected roles with the Lions.
If the Lions sign a different type of WR than now former Lion DJ Chark, Josh Reynolds might be the Lions primary X receiver this season. Even if the Lions draft a WR who fits the X WR position, the learning curve could limit his snaps as a rookie.

Lions players who remain on roster from before Brad Holmes

There are 12 players from the Lions Pre-Brad Holmes era that are currently still with the Lions and have been with the Lions since Holmes became the Lions GM. Jalen Reeves-Maybin is back with the Lions, after signing with the Texans in 2022, as an UFA. JRM was released by the Texans in the early part of the 2023 off-season. Graham Glasgow is back with the Lions, after spending the previous 3 seasons with the Broncos.
Of the 12 players, both of the Okwara brothers, Anthony Pittman, Matt Nelson, and Jason Cabinda are in danger to vary degrees, of losing their respective roster spot with the Lions over the next 2 weeks.

It's realistically possible that the 49ers, especially GM John Lynch, reached out to Brad Holmes, to see if the Lions had interest in trading for QB Trey Lance.
It didn't make sense for the Lions to trade for Lance, once the Lions signed Teddy Bridgewater to a 1 year contract in August. Even if the Lions didn't trade for Bridgewater, Lance probably wasn't a good fit to be the Lions # 2 QB, if the Lions were only going to keep 2 QBs on the 53 man roster to begin the regular season. A veteran QB, who doesn't need many practice reps as a # 2 QB, fits the role of a # 2 QB far better. That's part of what makes Bridgewater valuable for the Lions. The transition for Lance to learn the Lions system would have taken longer and without the benefit of the vast NFL experience that Bridgewater has.
The Lions already have a developmental QB in Hendon Hooker. The cost-benefit of the Lions bringing Trey Lance into the fold, following the Lions trading Hooker in April and signing Bridgewater in August, wouldn't have been favorable. This, despite the trade compensation to the Cowboys for Lance 'only' being a 4th Round Pick in the 2024 Draft.
