Rams CB Jalen Ramsey is being traded to the Dolphins

While the Trade Compensation for Jalen Ramsey is the equivalent of a 2nd Round Pick, far from the earlier speculation of what it would cost in trade compensation to acquire him, I respect the Lions decision not to offer the LA Rams more to acquire Jalen Ramsey. This is even assuming that Ramsey would have been comfortable being traded to the Lions.
The major issue in trading for Ramsey is that he's very likely going to want a new contract relatively soon. Ramsey turns 29 in October. With the Lions having a number of players the team will try to re-sign in the next couple of years that will be expensive to retain, it's more than understandable that the Lions didn't trade for Ramsey.
It's evident that the Rams are in some form of a rebuild mode. The release of Leonard Floyd and the trade of Jalen Ramsey substantially weakens their Defense.
With the AFC having many younger QBs that are amongst the best QBs in the NFL, including Bills QB Josh Allen in the AFC East, it's easy to see why the Dolphins are trading for a still elite CB. Whether QB Tua Tagovailoa can stay relatively healthy much more often than not, a huge question mark, will probably go a very long way in whether they seriously compete for a Super Bowl Title while Ramsey remains amongst the best CBs in the NFL. High risk, high reward trade for the Dolphins.

Lions beaten out by Dolphins for Jalen Ramsey

If the Lions were beaten out by the Dolphins in trying to trade for Jalen Ramsey, I strongly believe it was because Ramsey preferred to play for the Dolphins. Even with the Lions having a much better football culture than was the case when Matt Patricia was HC, and a team that took huge strides in the 2022 season, some star players are going to prefer to play in Miami area, compared to Detroit. It wouldn't surprise me at all if Ramsey is one of those players.
Jalen Ramsey wanted out of Jacksonville, even though he played his college ball at Florida State. While Ramsey had major issues with the Jaguars Front Office, the glitz of the LA market seemed to appeal to him much more than if he remained in Jacksonville.

While Michigan has a much lower State Tax Rate (4.25%) than California, it's a significantly highly tax rate than the 0% in Florida. If the Lions had serious interest in trading for Ramsey, the State Tax rate difference probably was a secondary factor in why Ramsey preferred Miami.
