I think there's around a 55 % chance Tracy Walker is back with the Lions in 2022. My guess is the Lions will make a serious attempt to sign Saints UFA Marcus Williams but he ends up signing with another team. It's realistically possible though that the Lions end up signing Williams. If that happens, I would be surprised if Walker is re-signed. With the Lions probably using the pick # 32 or pick # 34 draft resource on a Safety. That easily could be the case even if Walker is re-signed and Williams signs elsewhere.
I think it's slightly over 50 % that Charles Harris is back with the Lions in 2022. Either way, the most likely outcome with the pick # 2 draft resource is the Lions draft an edge rusher.
Nick Williams is probably my favorite Lions player from the last 2 seasons, from a human being standpoint. More likely than not though, Williams will be signing with another team in 2022. If Williams is back with the Lions, it will probably be either an NFL Minimum contract or pretty close to that.
My guess is Alex Anzalone is plan B from the standpoint of the Lions off the ball LBs that are UFAs. With Jalen Reeves-Maybin, plan A. Either way, the Lions need a higher end off the ball LB, which I think the Lions will add in Free Agency.
The only way I believe Tim Boyle will be re-signed is if the Lions plan on drafting a QB who could emerge as the # 2 QB in his rookie season. The Lions can't bring Boyle back as the only realistic # 2 QB option.
Kalif Raymond had one of the most reliable seasons on Punt Returns in the 2021 season that I have seen from a Lions Punt Returner. Combining that with the depth Raymond can provide both on the Outside and in the Slot at WR, I hope the Lions re-sign him, if the cost is low. I think there's slightly less than a 50 % chance Raymond will re-sign with the Lions this off-season.
KhaDarel Hodge probably won't be an option early on in the Free Agent Period. If Hodge remains unsigned, he's a realistic option at the NFL Veteran Minimum rate. Hodge's Special Teams abilities/ play gives him a chance to remain in the NFL for a few more years.
I expect Dean Marlowe to sign elsewhere. With the Bills and Giants the most likely destinations for him. With Marlowe being a backup Safety, who contributes on all of the Special Teams units.
My guess is Joel Heath signs elsewhere, if at all. Wherever Heath signs, it will almost certainly be a NFL Veteran Minimum Contract deal.

Tyrell Crosby would benefit from a fresh start, if he's even healthy enough to play. I would be very surprised if he re-signs with the Lions this off-season.
If the Lions can't work out a contract with Evan Brown, I think the best option is to use the $2.43 Right of First Refusal Tender on him. This is something that I believe wasn't in the previous CBA. This article is the first time I became aware of this option, which I verified with the article below. I think there's slightly more than a 50 % chance Brown will be back with the Lions in 2022.

I agree that the most likely outcome with C.J. Moore ( around 60 % chance ) is for the Lions and Moore to work out a contract that's a compromise between him being Tendered and a Bargain Basement Contract.
I think the Lions and David Blough are going in separate directions. This would be best for Blough.
Will Holden will probably sign with another team at the NFL Veteran Minimum. If Holden is still available much later this off-season or beyond, an NFL Veteran Minimum Contract with the Lions becomes a realistic possibility.
