If it just involved giving Calvin Johnson back the money, this very likely never would have been an issue in the first place. The reason the Lions asked for the money back in 2016 was for salary cap relief.

The Lions would lose a draft pick(s) and or salary cap space ( far greater than $1.1 million) if the Lions gave Calvin Johnson the money back under the table and the NFL was able to prove this. It's not a viable option. If the Lions decide to give Calvin the money back, it needs to be public knowledge. Knowing that the Lions will take a $ 1.1 million salary cap hit.

Calvin Johnson took a shot to the head by LB Chad Greenway early on the 4th QTR vs. the Vikings in Game # 4 in 2012. S Harrison Smith also hit Johnson on the play. Johnson eventually came back in the game. My guess is he wouldn't have been cleared to come back in under the more strict concussion procedures the NFL put in place sometime in the last few seasons.
