Ty Summers was arguably the Lions best player in the combined pre-season games in Kansas City and in the pre-season finale vs. the Steelers. He far exceeded my expectations as a LB, that much more with Summers not even signing with the Lions until a few days before the Lions-Chiefs pre-season game.
Unfortunately for Summers, he likely got caught in a numbers game at LB with the Lions.
After looking at Ty Summers NFL history, I'm far from 100 % certain but I believe he's a Vested Veteran. If that's the case, he wouldn't be subject to waivers.
I don't think the Lions plan on re-signing Summers to the 53 man roster this week. However, if he doesn't sign a 53 man roster contract with another team, I think the Lions and Summers will work out a PS contract. He's definitely a player I hope the Lions retain on the PS if he's not on the Lions 53 man roster.
